Yeah, I know that the strip off to the right is inaccessible unless by transport and Chronoshift.  But I made it that way to give a "Last Resort", for those who have no more cash.  Played it many times and the multiple choke points on the main map help keep the game civilized.  Try it out, it's more effective than you think.
